In his address to the court during the ceremonial opening of the 2012-13 law year in September 2012, Director of Public Prosecutions Wayne Rajbansie — who had recently assumed office — laid out a considerable plan for reform.

 The DPP said his goal was to address numerous concerns such as a lack of experience among the legal staff, problems with case management, and a lack of standardised procedures within the office.

“It is my fervent hope that the efforts being made yield tangible results for the people of the BVI and that they enjoy a great sense of security, confident that crimes are being prosecuted competently and in a timely manner,” he said at the time.

In a 2012 annual report for the ODPP that was tabled last month in the House of Assembly, Mr. Rajbansie said things are going well.

“I am pleased to announce that, with the exception of the BVI Bar Association structured mentorship programme, all the initiatives were successfully implemented,” he wrote.
