Henry Bellingham, the United Kingdom minister for the overseas territories, will arrive Saturday for his first visit to the territory following a stop in the Cayman Islands.

During a Monday ceremony that is to be broadcast on television, Mr. Bellingham and Premier Dr. Orlando Smith are to sign the Protocols on Effective Financial Management.

Mr. Bellingham will also meet with Dr. Smith and other government officials to discuss topics including the VI’s financial strategy; the forthcoming white paper for the overseas territories; the Queen’s Diamond Jubilee; and the London 2012 Olympic and Paralympics Games, according to a statement released by the Governor’s Office.

Mr. Bellingham will also address issues including the environment, law enforcement, financial services, tourism, disaster management and the educational and sporting links between the VI and Hertfordshire, UK, the statement said. Additionally, he is scheduled to visit the H. Lavity Stoutt Community College and Virgin Gorda.

The visit will coincide with the visit of the Royal Fleet Auxiliary ship Fort Rosalie, which will be here through Monday.
