When Julie Todman-Malone’s husband died about four years ago, his absence left a void in her life.

A few months later, she learned of a newborn named Kacy who needed a foster parent. She decided to take on the challenge.

“It was at a point in my life when I needed something to pull me out of the rot that I was in,” said Ms. Todman-Malone, who also has an adult daughter. “I was glad I made that decision.”

Being a foster parent, she added, has been rewarding.

“It’s been wonderful. I treat her as if she is my own child,” she said. “I can’t treat her any different because she is a foster child. She is my baby.”

Kacy is among more than 20 children in the territory’s foster care programme, said Laurel Freeman, a social worker at the Social Development Department.

The SDD recently launched a campaign to attract potential foster parents, who are badly needed in the territory, Ms. Freeman said Tuesday.
