An attorney argued last Thursday in High Court that a committee formed to investigate Julian Willock’s actions was appointed illegally, and he asked a judge to quash its findings.

Gerard Farara, QC, who represents Mr. Willock, the permanent secretary in the Ministry of Communications and Works, made his claim before Justice Rita Joseph-Olivetti during a judicial review proceeding on the grounds of “illegality” and “procedural irregularity.”

Mr. Farara claimed that the Public Service Commission “wrongfully delegated” its investigatory function to the three-member committee.

However, acting Attorney General Baba Aziz countered those claims by arguing that the committee merely performed a “preliminary investigation.” Mr. Aziz explained that the actual decision on whether to recommend disciplinary action for Mr. Willock will be taken by the PSC.
