Sometimes, the territory has to spend more than it planned. Apparently in 2010, this happened be nearly $20 million.

“We know that from time to time it is necessary to increase expenditure in various areas,” said Premier Dr. Orlando Smith, who is also the minister of finance, on Thursday in the House of Assembly.

“And so, Madame Speaker, that is the purpose today,” he continued. “These are monies that were expended in 2010 in excess of what was budgeted for, and we are here to have the House look at them and to approve them.”

There was no further public discussion on the supplemental spending, but according to the Order Paper, government exceeded its recurrent spending budget by $14,513,800 in 2010. The overage in development spending is listed as $5,466,000, for a total of $19,979,800. Both amounts are to be set to the territory’s consolidated fund, according to the Order Paper.

The same day, legislators also appointed a committee to look into the implications of the Protocols for Effective Financial Management. Health and Social Development Minister Ronnie Skelton will chair the committee. The other two members will be Deputy Premier Dr. Kedrick Pickering and Third District representative Julian Fraser, who called for the committee’s formation in the HOA’s last sitting.
