In a written judgment issued Friday, High Court Justice Wesley James denied an application by Magistrate Charmaine Rosan-Bunbury for leave to apply for judicial review of her interdiction from duty.

“I am satisfied that the applicant has not made out an arguable ground for judicial review having a realistic prospect of success,” Mr. James wrote. “Judicial relief is therefore denied.”

Ms. Rosan-Bunbury was notified May 4 that she had been interdicted from duty, following allegations of “misconduct and insubordination” in connection with a dispute with Senior Magistrate Valerie Stephens and David Archer, permanent secretary in the Deputy Governor’s Office, according to the court ruling.

Further disciplinary action had been stayed by the Court of Appeal, pending the court’s hearing of her application.

Neither Ms. Rosan-Bunbury, nor her lawyers Dr. Francis Alexis QC, Avril Trotman and Sheryl Rosan, could be reached for comment prior to the Beacon’s Monday afternoon web deadline.
