Both the ruling National Democratic Party and opposition Virgin Islands Party launched election candidates Wednesday evening, and former deputy premier Dancia Penn announced plans to join the at-large race as an independent.

NDP incumbent Marlon Penn told attendees at his launch that the Eighth District had been improved under his leadership.

“In just three and a half short years, our community has been transformed to a community on the rise,” Mr. Penn said of his term as a backbencher. “We now have an improved drainage system, new water infrastructure, and a newly paved road from the Queen Elizabeth II Bridge to Parham Town.”

In the 2011 election, Mr. Penn ousted Ms. Penn, an attorney who served as deputy premier under the 2007-2011 VIP administration.

Like both Penns, Elvis “Juggy” Harrigan, who represented the Fifth District from 2007 to 2011, is also seeking a second term in the House of Assembly. This time around, Mr. Harrigan hopes to win the Sixth District.

At his launch, he said that he wants to bring a water park to Baughers Bay, a project he said would draw tourists and jobs to the district. He added that the project is feasible, and that its economic benefits “will spill off into all other sectors and stimulate overall growth in the local economy.”

Launches continue Thursday evening. VIP District Four candidate Joanne “Roxy” Romney’s rally will be held in Road Town, and independent Preston Stoutt will launch his First District bid at the Cappoons Bay recreation ground.

On Friday Independent Sixth District candidate Dion Jennings is to launch at the Bellevue junction, and VIP Chairman Julian Fraser is to launch on Saturday in Sea Cows Bay.
