An investigation is still ongoing after a May 2011 incident of a man attempting to give a $500 “gift” to a public officer, said David Archer, permanent secretary in the Deputy Governor’s Office.

Since the investigation is under way, Mr. Archer was unable to give any details, he said this week.

The matter was referred to him shortly after the incident took place, according to the Civil Registry and Passport Office’s annual report. The report states that a contractor who is a Dominican Republic national living in the Virgin Islands approached a public officer outside the Civil Registry and Passport Office to ask about getting an employment visa. Before he left, he gave her an envelope with $500 inside, the report states.

The officer reported the incident to her supervisor and turned over the envelope and its contents.

The next day, the contractor was asked to a meeting with CRPO officials. Asked about the envelope at the meeting, the contractor said he meant the cash as a gift to the CRPO officer, according to the report.

CRPO officials returned the cash to the contractor, explaining that it’s “against government’s policies to accept any form of gifts for services provided,” the report states.
