Devon Osborne, who was a candidate for Ninth District representative in Monday’s general election, said cash, Puerto Rico Lottery tickets and other merchandise he was transporting to that commonwealth last Thursday were held by United States Customs and Border Protection pending further investigation.

“It will take them approximately a week to make sure that everything was legit,” Mr. Osborne, who provides courier services through his firm DO Marketing and Consulting Management, said in an interview Friday. “I will have to go to the San Juan office and claim my merchandise, which they gave me a receipt for.”

Mr. Osborne, who was press secretary to former Premier Ralph O’Neal and is also a disc jockey and musician, said he travels back and forth between the Virgin Islands and Puerto Rico on a weekly basis.

“I provide a service where if people want to purchase something, whether it’s a bedroom set or [whatever], I will get it for them,” he said. He is also licensed by the Puerto Rico government to sell the commonwealth’s lottery tickets, which he said he delivers to customers there and in the VI.

“That is the nature of the business: When you’re a vendor, you sell to anyone around the world, once they have the money to buy,” he said.
