On his last official workday as premier Friday, Ralph O’Neal committed the next government to spending millions on capital projects, including a $30 million contract to finish construction of the long delayed hospital, officials said.

If work begins soon and is completed according to the 16-month schedule envisioned in the contract, the hospital could be completed in early 2013, Financial Secretary Neil Smith said Tuesday. Other contracts signed Friday included $1.2 million to improve fishing dock facilities at Red Bay, East End.

The hospital contract, which was awarded in accordance with a Cabinet decision, will be carried out by a joint venture of the locally based James Todman Construction firm and dck Worldwide, a United States-based firm that has completed more than $1.4 billion in healthcare construction, according to its website.
