A regional human rights watchdog is worried about a recent increase in shipwrecks involving Caribbean migrants, a trend that has seen at least 19 people die this year. Another 12 are still missing at sea.

The latest mass incident occurred on May 1 when a boat carrying 18 Haitians bound for Puerto Rico capsized near Boca Chica in southeast Dominican Republic. That crash left six dead while another dozen were rescued, according to a recent report from the Inter-American Commission on Human Rights.

The group has documented at least 20 incidents this year wherein boats carrying migrants in the Caribbean Sea have been apprehended. Those cases involved at least 320 people, mostly from poorer countries in the region such as Cuba, the Dominican Republic and Haiti.
